POSITION SUMMARY AND SCOPE OF RESONSIBILITY

JOB SUMMARY:

Incumbent is responsible for the on-site maintenance and operation of Firgrove’s water distribution system. This is a journey level position which requires little or no supervision.

REPORTING RELATIONSHIPS:

This position reports to and receives work assignments from the Construction Lead.   This position does not supervise other positions. This position may provide work assignments and instruction to Construction Worker I, seasonal, and temporary workers.

POSITION DUTIES

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Ÿ  Installs, services, and/or repairs water lines leaks, flushes water systems, installs valves, sets meters; installs and repairs hydrants, taps water mains for new connections and makes hot taps and cut ins for new water mainline construction.

Ÿ  Flushes water system and performs maintenance on blow off assemblies and valves.

Ÿ  Locates water mains, valves, and services, raises and/or repairs valve cans, meter boxes, and hydrants.

Ÿ  Services and maintains tools and equipment used to repair water system and other Firgrove-owned facilities, buildings, and property.

Ÿ  Checks for hazardous conditions and sets up barricades, warning signs, and other public safety devices, and controls traffic by flagging.

Ÿ  Completes work orders according to time and material specifications and works with supervisory personnel to perform final inspection of projects.

Ÿ  Responds to on-site inquiries and talks with property owners and contractors regarding work being performed and the impact work may have on their property.

Ÿ  Repairs meters at customer locations and restores property that has been disrupted.

Ÿ  Performs meter lock up, shut off, and payment tag assignments.

Ÿ  Able to respond to emergencies as needed.

Ÿ  Will be assigned to 24-hour emergency call out duty once fully trained and functional in tasks required.

Ÿ  Performs other duties and tasks as assigned.

EMPLOYMENT STANDARDS

WORKING CONDITIONS:

Duties are primarily performed in the field with exposure to extreme weather conditions for extended periods of time, confined spaces, automobile traffic, and construction tools and equipment. Work involves exposure to fumes, loud noise, chemicals, pesticides, hostile animals, and angry customers.  

PHYSICAL REQUIREMENTS:

This job typically requires climbing, balancing, stooping, kneeling, crouching, crawling, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, reaching, standing, talking, hearing, seeing, and repetitive motions.

Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

QUALIFICATIONS

PREFERRED QUALIFICATIONS:

Knowledge of:

Ÿ  Set-ups, layouts, practices, and procedures used to repair and service waterworks systems;

Ÿ  Landscaping, paving, and erosion control;

Ÿ  Safety rules and regulations;

Ÿ  Confined space entry, trenching and shoring regulations, traffic control, flagging, traffic control procedures and practices;

Ÿ  Standards and regulations used in the installation of water systems.

Ÿ  Supervisory Control and Data Acquisition (SCADA) systems.

 Skill in:

Ÿ  Operating equipment such as tapping machine, generator, and pumps;

Ÿ  Operating construction equipment such as backhoes, boring machines, jackhammers, and cut-off saws;

Ÿ  Operating hand tools;

Ÿ  Operating and maneuvering single axle dump trucks and trailers;

Ÿ  Judging the quality of water system installations;

Ÿ  Drawing as-built sketches;

Ÿ  Reading blueprints, as-built sketches, and maps;

Ÿ  Establishing and maintaining effective working relationships with employees and the general public;

Ÿ  Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, customer response calls, etc., sufficient to exchange or convey information and to receive work direction;

Ÿ  Prioritizing work assignments and meeting deadlines.

 Experience/Education: Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job.  A typical way to obtain the knowledge and abilities would be:

Experience:

Two years experience as a water service worker in a water district or utility maintenance and installation operations in the construction industry.

Education:

High School Diploma or General Equivalency Diploma (GED).

 

Licensing/Certification Requirements:

Possess and maintain:

Ÿ  Valid Washington State Driver’s License[1] with a driving record acceptable to the Company and its insurance carrier.

Ÿ  Commercial Driver’s Class B License with Airbrake Endorsement within one year of employment.

Ÿ  Industrial First Aid and CPR Card within three months of employment.

Ÿ  Certified Flagger Card within three months of employment.

Ÿ  Washington State Water Distribution Manager I Certification within one year of employment.
